Latest Common Wealth report – A Local Power Plan that works for communities

27 November 2025

A new report from Common Wealth, Ashden Climate Solutions and Locality – supported by Power to Change and created with the Energy Learning Network, including Community Energy England – highlights the huge opportunity the government’s Local Power Plan offers for communities. The plan aims to deliver 8GW of locally owned clean energy by 2030, but communities will only be able to take part if the right support is in place. The report sets out four key actions the government should take: protect long-term funding, fix the broken market for community energy, invest in local skills and capacity, and ensure GB Energy works in genuine partnership with communities.

This aligns with the new Up the Energy campaign, launched by Community Energy England and partners, to push community power into the centre of national debate. With Labour placing so much emphasis on Great British Energy, lower bills, and a fairer transition, getting local power right is essential – not doing so risks deepening people’s sense of being left behind. Together, the campaign and the report call for practical steps to make sure every community can share in the benefits of clean, locally owned energy.
